You don't have a lead problem. You have a "who am I for" problem.
Most owners believe their growth problem is a volume problem: more outreach, more posts, more leads. But you can't market with force when you haven't decided who you're for, because nobody can see themselves in a message trying to speak to everyone. The indecision upstream caps everything downstream, and it wears two disguises:
Both are the same fear wearing different clothes. Choosing a niche means closing doors, and closing doors feels like loss.
Look at where your profitable work already is. The audit almost always shows it. Niche on fit and proof, not imagined budget. And when you can't show the work because it's confidential, prove by outcome: the result you delivered, the problem you solved. Tactics decay. Identity persists. The owner who commits to "I am the person who does this, for these people" changes his behaviour permanently, because everything downstream gets easier.
Forget what's exciting and forget the biggest cheque. Where does your profitable work already cluster? That's who you're for, and it has probably been sitting in your numbers the whole time.
